The regulatory framework strictly keeps the casino component in check. Among the opposing forces was Kenji Eda, a prominent House of Representatives lawmaker from Yokohama and a senior figure in the opposition Constitutional Democratic Party of Japan. Eda has been a vocal critic of the government’s IR push, raising concerns over gambling addiction, the economic impact on local businesses and whether the casino-led model would deliver the promised benefits.

The partnership also plans to analyse operational data, develop pilot programmes and construct a model for national deployment.
A systemic policy cooperation mechanism is expected, targeting youth gambling prevention and student safeguarding. Rather than implementing short-term campaigns, the focus will be on embedding gambling prevention into everyday school routines.
It will include combining restrictions on smartphone use with engaging RAS activities to effectively block and fill the time students might otherwise spend being exposed to gambling content.

On Monday, the AiA announced it had signed a memorandum of understanding (MoU) with the Association of Nigerian Bookmakers to establish closer ties on matters both in Nigeria and across Africa.
The MoU will explore opportunities for collaboration on areas such as safer gambling, player protection and taxation.
It’s the second MoU the AiA has signed in the last three weeks, having established a framework for closer cooperation with the Association of Gaming Operators of Kenya in late August.
