The African Responsible Gaming Network (ARGN) launched on Monday, with the aim of strengthening player protection and tackling gambling-related harm.

The initiative brings together stakeholders such as responsible gaming organisations, researchers and treatment specialists.

It is said to mark a “significant step forward” in addressing gambling-related harm across the continent, facilitating relationships between representatives from a number of countries both inside and outside Africa.

What is Marlin Masters?

“Rashid operated a high-end prostitution business that transported victims across the United States, using various paid websites … to advertise the victims for prostitution purposes,” read a press release from the US attorney’s office, District of Nevada.

Prosecutors said Rashid imposed strict rules, manipulated the women, and used threats to maintain control. Some victims were encouraged to tattoo his name or image as a sign of loyalty, and many were led to believe he could advance their entertainment careers.

While appearing before Navarro on Thursday, Rashid admitted to a series of breaches of his supervised release that prosecutors said showed he had not reformed.

“The largest black market operators have scaled to create recognisable brands with traffic that can compare to domestically licensed operators,” the report’s authors wrote. “The top group of sites by common owner has a 12% share of traffic, while the largest single brand has 10%.”

Beyond offering crypto payment solutions, a number of black market operators are licensed in “light touch” offshore jurisidictions which use opaque offshore operating structures to help to obscure company ownership and make local enforcement against these companies complex, the report noted.

By comparison, the long tail of smaller black market sites rely heavily on affiliates to generate traffic.
